Heavyweight: eight arithmetic network national hub nodes approved for construction

Following the approval of Ningxia, Inner Mongolia, Guizhou and Gansu to start the construction of the national integrated arithmetic network national hub nodes, recently, a comprehensive message from various parties, the Development and Reform Commission and other departments agreed to the Guangdong-Hong Kong-Macao Bay Area, Chengdu-Chongqing region, Yangtze River Delta region, Beijing-Tianjin-Hebei region to start the construction of the national integrated arithmetic network national hub nodes.

The letter points out that the hub nodes should give full play to the region's advantages in market, technology, talents and capital, develop high-density, energy-efficient and low-carbon data center clusters, improve the quality of data supply, optimize the interconnection network between the east and west and the direct connection network between the hub nodes, optimize the data center supply structure through cloud-network synergy and cloud-side synergy, expand the arithmetic power growth space, and realize the coordination and sustainability of large-scale arithmetic power deployment and resources such as land, energy, water and electricity.

It is understood that the national hub node of the national integrated arithmetic network is the backbone node of China's arithmetic network. China has laid out eight national hub nodes of arithmetic network to further coordinate and plan the construction layout of data centers, guide the moderate concentration of large-scale data centers and form data center clusters.

The layout and construction of the two batches of eight nodes are positioned differently and play different roles.



At a press conference of the National Development and Reform Commission on January 18, Jin Xiandong, director of the Policy Research Office of the National Development and Reform Commission, said in response to a reporter's question that the four nodes of Guizhou, Inner Mongolia, Gansu and Ningxia should build a non-real-time arithmetic power guarantee base for the whole country. Set to continuously improve the quality of arithmetic services and utilization efficiency, give full play to its resource advantages, solidify the network and other basic security, and actively undertake the nationwide demand for non-real-time arithmetic power such as background processing, offline analysis, storage and backup. The four nodes in Beijing, Tianjin and Hebei, Yangtze River Delta, Guangdong, Hong Kong, Macao and the Greater Bay Area, and Chengdu and Chongqing should serve the needs of the implementation of major regional development strategies. It is set to further coordinate the layout of data centers within the city and surrounding regions, realize the coordination and sustainability of large-scale arithmetic power deployment and resources such as land, energy, water and electricity, optimize the supply structure of data centers, and expand the space for arithmetic power growth.


In this reply letter, specific requirements are also put forward for the four nodes of Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macau-Great Bay Area, and Chengdu-Chongqing regarding data center clusters and construction targets.


The reply letter points out that the Guangdong-Hong Kong-Macau-Great Bay Area hub plans to set up the Shaoguan data center cluster, with the starting area boundary being Shaoguan High-tech Zone. Around the Shaoguan data center cluster, the layout of arithmetic power will be optimized urgently to actively undertake the demand for real-time arithmetic power in Guangzhou and Shenzhen, and guide the migration of warm and cold business to the west to build a real-time arithmetic power center radiating South China and even the whole country. The Chengdu-Chongqing hub is planned to set up the Tianfu data center cluster and Chongqing data center cluster. The Yangtze River Delta hub is planned to set up the data center cluster of Yangtze River Delta Ecological Green Integrated Development Demonstration Zone and Wuhu data center cluster. The Beijing-Tianjin-Hebei hub is planned to set up Zhangjiakou data center cluster.


For each data center cluster, the construction target of the starting area should be completed urgently: the average shelving rate of data centers should not be less than 65%. The data center electric energy utilization efficiency index is controlled within 1.25, and the utilization rate of renewable energy is significantly improved. The network will realize dynamic monitoring and data network coordination, and the quality of service will be significantly improved, and the construction of supporting facilities such as electricity will be perfected to meet the business needs of "East Data and West Computing" with high quality. A number of typical demonstration scenarios and applications of "East Digital West Computing" will be formed. Security technology, measures and means of synchronous planning, synchronous construction, synchronous use.
