The identification criteria for specialized and special new enterprises include the basic conditions such as years engaged in specific market segments, total research and development costs, research and development intensity, and operating income, and 13 indicators are set up from the four aspects of specialized, refined, special and new for comprehensive scoring. The full score is 100 points, and the enterprise score is more than 60 points, which is in line with the specialized and special new small and medium-sized enterprises standard. Taking into account the differences in the development level of enterprises across the country, on the basis of adhering to national unified standards, 15 points of "characteristic indicators" are set by provinces in combination with local characteristics, not only to ensure that the overall level of enterprises is roughly the same, but also to encourage local creative work in light of actual conditions.
