First, strengthen project classification management
Offshore wind power by the municipal Development and Reform Commission through the competitive allocation of public selection of project investment subjects. 6. Forming synergy for project promotion

Scope of declaration
1. Onshore wind power and photovoltaic power plants under construction
2. Onshore wind power approved during the year and photovoltaic power plants started during the year
2. Declaration time
The regional development and reform Commission organized qualified enterprises with investment intentions to declare onshore wind power and photovoltaic power station projects in 2023, and organized relevant departments to do a good job of restrictive factors. On the basis of ensuring the authenticity and accuracy of the application materials, the application materials will be sorted and summarized. With the consent of the district government, the relevant materials will be submitted to the Municipal Development and Reform Commission before 17:00 May 15, and the electronic version will be sent to zhecao@126.com. The application will not be accepted after the deadline.
3. Declaration requirements
1. Each district shall conduct feasibility review of the declared projects, be responsible for the projects to be declared, and assume the responsibility for promoting the implementation of the projects. The Municipal Development and Reform Commission shall review the project application materials in accordance with the principle of non-approval. After the project is issued, the districts urge the enterprises to speed up the implementation of the project to ensure that the project is approved (for the record), started and put into operation on time.
2. The enterprise shall not provide false materials, and there shall be no duplication or overlap between the declared project sites. Once any fraudulent act is found, the enterprise shall be disqualified from applying for the project.
3. After the annual development and construction plan is issued, the project name, investment enterprise, project site and other information shall not be arbitrarily changed. If it is necessary to change the information due to objective factors, the development enterprise shall submit an application for information change to the district Development and Reform Commission under legal and compliant conditions, and the district development and Reform Commission shall collect the information and report it to the Municipal Development and Reform Commission. The Municipal Development and Reform Commission shall timely supplement the annual development and construction program projects according to the actual conditions of each district.
4. Power grid enterprises should actively implement the network consumption conditions included in the annual development and construction program projects, implement the grid planning and construction programs and investment plans, and ensure that the supporting network connection projects and wind power and photovoltaic power generation projects are completed and put into operation at the same time.
5. Projects included in the annual development and construction plan should be accelerated, onshore wind power approved within the year, and photovoltaic power plants started within the year. Projects that cannot meet the requirements of the construction schedule shall be removed from the annual plan and shall be reapplied for inclusion in the next annual development and construction plan.

3. Grid access scheme and preliminary evaluation opinions of power companies;
4. Project feasibility study report, focusing on the analysis and demonstration of the project's construction plan, construction conditions, environmental impact and social benefits;
5. Project implementation plan, including planning site selection, land use pre-examination, project approval, power grid access, construction and grid-connected power generation;
6. The performance and credit of the project unit prove that the project unit should have relevant construction and operation experience, and possess the technology, capital and operation and management capabilities required for the project development and construction, and that the equity-related enterprises do not have any behavior such as breach of trust and resale of resources to disrupt the market;
7. Certification documents for the implementation of the land for wind power site and booster station, special planning approval, land pre-examination, land transfer contract, relevant certificates issued by the site owner agreeing to use, real estate title certificate, etc.;
8. Opinions provided by the competent department of planning resources and the department of environmental protection on the location of the fan and the site selection of the booster station on whether to occupy the limiting factors such as basic farmland (including reserve areas), ecological red lines, urban development boundaries, and nature reserves;
9. If the location of the fan and the location of the booster station involve the water source of occupying pressure, the relevant opinions of the water department and the environmental protection department shall be provided;
10. If the location of the fan and the site selection of the booster station involve the occupation of forest land, the opinions of agreeing to the project construction issued by the competent forestry department shall be provided.

5. Project implementation plan, including planning site selection, pre-examination of land use, project filing, grid access, construction and grid-connected power generation;
6. The performance and credit of the project unit prove that the project unit should have relevant construction and operation experience, and possess the technology, capital and operation and management capabilities required for the project development and construction, and that the equity-related enterprises do not have any behavior such as breach of trust and resale of resources to disrupt the market;
7. Photovoltaic site implementation documents, such as the site lease agreement (including but not limited to the scope of the lease boundary, the intended lease time, etc.), the relevant certificate of consent to use issued by the site owner, and the real estate title certificate;
8. Booster station land implementation certification documents, special planning approval, land pre-examination, real estate title certificate, land transfer contract, etc.;
9. Opinions provided by the competent department of planning resources and the environmental protection department on the site selection of photovoltaic fields and booster stations on whether to occupy the limiting factors such as basic farmland (including reserve areas), ecological red lines, urban development boundaries, and nature reserves;
10. Where the location of the photovoltaic field and booster station involves the water source of occupying pressure, the relevant opinions of the water department and the environmental protection department should be provided;
11. If the site selection of the photovoltaic field and booster station involves the occupation of forest land, the opinions of agreeing to the project construction issued by the competent forestry department shall be provided;
12. The agricultural and light complementary project shall provide an opinion issued by the agricultural department agreeing to the project construction.
