Investment in the western region increased six times over the same period last year, showing a trend of shifting from east to west." This paragraph at a press conference of the National Development and Reform Commission on April 15 attracted wide attention.
As an investment highland in the west, Sichuan has obvious advantages. This year, 27 similar projects in Sichuan have entered the 2022 key construction list, the Chengdu Intelligence Center with a total investment of 10.9 billion yuan is about to be fully put into operation, and the construction of Chengdu Ali Cloud Western Cloud Computing Center with a total investment of 50 billion yuan is accelerating.
1► Strong "force"
With the construction of top data centers, Sichuan has become an important place for the layout of computing power.
Under the background of "double carbon", green power is a trump card for Sichuan to vigorously promote the "East count West count" project. In March this year, the installed capacity of hydropower in Sichuan exceeded 90 million kilowatts, and the operating costs of data providers in Sichuan were far lower than the national and western average levels. At the same time, according to the plan, by the end of the year, the number of data center cabinets in Sichuan will reach 100,000, and the data computing capacity will be greatly improved, becoming an important "computing power supplier" in the western region.
Tianfu New Area - Chengdu Supercomputing Center, completed and put into operation in 2020, is the first supercomputing center completed and put into operation in western China, one of the top ten supercomputing centers in the country, and its computing power has ranked among the top ten in the world. The maximum computing speed is 1 billion billion times per second - the number of calculations per second, equivalent to one calculation per second for each of the world's 7.6 billion people, and for eight months.
Chengdu High-tech Zone - China West Information Center, is China Telecom's largest data center in the western region, the highest standard, storage capacity of 1000PB, is also the country's first national data disaster recovery center.
Chengdu Eastern New District - Chengdu Aliyun West Cloud Computing Center is under construction. The data center's PUE value (data center power usage efficiency) can be as low as 1.15, giving it the highest energy consumption "control" in the world.
In Ya 'an Big Data Industrial Park, the electricity charge for the "mobile cloud" project is 0.34 yuan/KWH - even in the west, most parks charge more than 0.4 yuan/KWH. "The cost of electricity is low, and the comprehensive operating cost of the entire industrial park will be reduced accordingly, which is only 60% of the average level in Chengdu-Chongqing area."
2► Fast "track"
"The planning and construction of a new outbound transmission trunk line with a delay of only 10ms. The equivalent of transmitting 5,000 large Blu-ray movies a second.
How can you do it so fast? It is related to the advantages of new infrastructure layout in Sichuan. At present, the province has built more than 70,000 5G base stations, ranking first in the west; Chengdu, Mianyang, Luzhou and Meishan were selected as the first batch of "Gigabit cities". The number of active IPv6 users accounts for about one eighth of the country.
Not only a solid foundation, but also a better transmission hub. Sichuan will plan and build a number of new outbound transmission trunk lines, and constantly strengthen the network support capacity between Chengdu-Chongqing hub nodes. After the completion of the special line, the cost of computing power sharing between the two places will be greatly reduced. "Take data remote disaster recovery as an example, after the completion of the dedicated line, the two places backup each other, which can save more than 40% of the cost."
Lower costs are just one of the benefits. The competition for the eastern "hot data" market is the stage to play the faster transmission channel capacity.
"If there is no fast channel, Sichuan can only undertake 'cold data' such as credit card bills and file storage with small visits and low latency requirements." High value-added "hot data" such as telemedicine, industrial Internet, and financial technology must be "counted in the East and in the west" through a fast channel.
In order to meet the main battlefield of "hot data", Sichuan is making the information channel wider: During the "14th Five-Year Plan" period, the province's information infrastructure will invest 100 billion yuan to build an "information highway" around 5G and gigabit optical fiber "double gigabit" network; 250,000 5G base stations will be built, and the 5G user penetration rate will increase from 11% to 60%.
3► Excellent "city"
The ultimate destination of computing power is the market. Estimates show that for every 1 percentage point increase in the average computing power index, the digital economy and GDP will increase by 0.33% and 0.18%, respectively.
Sichuan is a fertile ground for the digital economy and will provide greater application space for computing power. According to the plan, in 2025, the scale of data center cabinets in Sichuan will increase to 500,000, with a growth rate of far more than 20%. Huawei has built the world's largest "storage valley" in Sichuan, and strives to exceed 500 billion yuan in storage industry scale by 2025.
More enterprises reach out to embrace the opportunities in Sichuan, and the broad market prospects have been shown in some cities. Among the eight national computing power hub nodes, the Chengdu-Chongqing node is the only point with double superposition of computing power demand and resource endowment, and the construction speed of data centers will be faster. Chengdu's "14th Five-Year Plan" digital economy development plan is clear, and by 2025, Chengdu's national innovation platform in the field of digital economy will increase to 60. Last year, Chengdu Supercomputing Center has provided supercomputing services to more than 600 users in 35 cities, covering more than 20 fields such as aerospace, intelligent manufacturing, life science, new materials, artificial intelligence, and deployed more than 200 software, and completed more than 10 national, provincial and ministerial super-scale projects.
Last year alone, 37 new big data and related industry projects were introduced, with a total investment of 12.9 billion yuan, and the big data industry drove the revenue of the city's information transmission, software and information technology services industry to grow by 513.5%.
